I must stand corrected by NetVicious. There is a way to change the order
(move up or down) of entries in menus.

It would be a bug if some checks were done and did not work correctly,
but don't think any checks are done ATM. I think that Available items
should be greyed out or not displayed at all if not appropriate for the
menu/toolbar being customised. I think that would be the best approach.
