If you already have an OTFE installation and the associated reg file, moving to a new PC or newly reformatted PC should preserve the OTFE mode, it did for me the lasr time I tried it.
If your starting from scratch as a new user you won't have the registry entries to worry about. Just install, pick OTFE, enter a pass when asked and that should be it.
I've not tried it for quite a few of the latter versions so if the above don't work, in line with current trends, it's probably broke.
