Peter, I have followed your steps. TB! compresses just fine for me,
even with "bind attachments only when sending out mail" checked.

I am running 3.51 pro *without* OTFE enabled, and with only POP3
accounts.

Is this an IMAP thing?

Is it particularly menu-related?

I deleted an attachment in two separate tests from the TBBETA folder.
I used the Folder drop-down menu--chose "compress" on the first test
and "purge and compress" on the second.

TB! put a little graph up as it compressed and another little graph
while it said it was creating a new index.

Unless I have run the test wrong, I can't confirm--though I know
others are having your same experience.
