us-ascii is a subset of every other charset and it is good behaviour of a
program if it sets charset to us-ascii in case when none of non us-ascii
characters are used. However such behaviour has it's disatvantages as we can
see now. Probably this us-ascii check should be done just before very
sending of the message.

Also I have reported to list a lot of utf-8 related bugs in my message
