I have my "threshold" to move to the junk folder set to single digits
and it still is only about 50% accurate.  But I think that is mostly
due to the spammers adjusting to bayesian filters in their spam.  So
while it does an OK job on the unsolicited "commercial" spam ... that
is spam that has a recognizable structure 'cuz the senders want you to
look at it and 'get" their message ... but is not so hot on the
"randomized" spam that lacks that structure.
