Roger, what would happen if you moved MAIL with tbuser.def as a file
under it (with all the other subfolders and files of MAIL also of
course moving with the MAIL folder)--what if you moved it to the root
TB! directory? And deleted it from its present location in XP?

I do think the set-up that I have, where tbuser.def is updated as
expected, is a hold-over from my earlier TB! installations and not a
function of what OS I'm using.

My TB!'s tbuser.def's path is as follows:

C:/Program Files/The Bat/MAIL/tbuser.def

Just an idea. Since nothing else is working for you.
