I've done some playing around and if you replace the two %To= macros
by one %SetHeader macro, so you'd get something like this:
%SetHeader('To','[EMAIL PROTECTED]')%-
your QTs are working again. At least they did for me.

I'll add a note to your bug.
BTW You can delete the %From="" from your templates. When you set am
address with the %From= macro, any previous address is replaced.
That's the case for all header macros apart from the %To= macro.
