I've always noticed this to be the case and rather appreciate this. Most
times (for me, it's actually all the times) when there's only a part.txt
attachment, the message has been digitally signed.

Initially for an IMAP header update, TB! only sees the part.txt
attachment and enables the attachment icon in the list. When you load
the message and TB! realizes that it's just digitally signed, it removes
the attachment icon. I actually like this, since it reduces the list
noise and doesn't have messages with genuine attachments being lost in a
see of digitally signed messages with list footers as attachments.
