  From a vague memory, the encoding is wrong. You're not allowed to
  have the spaces in the encoded string, which is what is happening
  here. Along with the fact that there are two ? at the end. I don't
  believe you're allowed a ? in the string, it has to be encoded as
  well if you are encoding a header like that.

  I could be wrong though, as I said... a very vague memory :)
