This is probably some debugging backdoor. When I connect to this port, I get some (binary) challenge, but no idea what to answer. Btw, since it binds only to 127.0.0.1, there's no reason to get overly paranoid; The Bat is not reachable from the outside eeeeeeeevil internet. Although you might have untrustworthy users on your PC. ;)
