Because you chose this setting (I use it too) most attachments aren't
retrieved until you attempt to open or save them. The local message
will contain the headers and body plus the placeholders for each
attachment. For example:
In the header...

...and after the message text...

When you forward the message without opening/saving an attachment it
is sent with "empty" attachments... TB! doesn't modify the message but
rather sends it "as is". This is why I said what you see is correct,
i.e. not a bug. Whether this is correct behavior is another matter.

I was describing what happens. :-) As Dwight suggests, perhaps TB!
should assume you want to process the whole message and retrieve all
parts prior to forwarding. For now, you could un-check that box and
submit a feature request in the Issues and Bugs Tracking System.
