I did the following to test this:
made sure view rfc822 headers was NOT selected
save-as your message to the desktop in .eml form
double click on desktop of your .eml
hit <F9> and (as stated) nothing happens where it used to
BUT ---> I used mouse to select View|RFC822 Headers
and they magically appear anyway
so, the headers are there but the Hot-Key functionality seems gone
