Right, it's indeed a "smart" single quote, with ASCII code 146. I think it's not according to the RFC to have 8-bit characters in SMTP headers, so you might blame this problem on the sender's mail software. :) OTOH, a mail client should be prepared to receive all kinds of RFC abuse and ignorance, so you might expect it to handle such a header.
