It's been like this every time when I first download my mail, for many versions. Started sometime during v2. However, only some (very few) people experience this but most do not. This is the trick: When mail downloading is finished and you want to access TB, click on the (grey) top line of TB and hit alt-F4. Now TB is responsive. The other trick is that if you start reading mails during the initial download and the CC goes into the background, TB will remain responsive even when the download finished.
