I agree. Moreover, I think, there should be no tech reason... If you focus on a mail, then making a preview is: - get the message ID - display it I guess, in the meantime, the Sender, etc. is extracted. That is why it is possible to make a filter with preview on. My suggestion: when no preview, and create filter is necessary, "silently" open the mail and extract the necessary info to create a filter...
