Hallo tbbeta, On using 3.70.03 for the first time it didn't show any toolbars (as configured). On starting it for the second time, it showed my toolbars and it doesn't use my customized shortcuts.
Using OTFE here, might be related. On the second run, I deleted the toolbars again, but the third run had them show up again. The tbuser.eef file has been updated though.
