I have the same. I jsut saw that the "8-bit character..." option
doesn't exist any more.
 
Same here on ver 3.7.1

Over here, the XLAT table is ticked at Hebrew iso-8859-8. Windows-1255
is not ticked.
 
Tried to move to 8859-8 and 8859-8i and no change. The last character is missing.

On ver 3.0.1.33 all is fine with RTL.
