Uncheck the "bind attachments only while sending" option in the Account
Properties, section Files and Directories.

If the option is enabled, TB only saves a reference to the message on
disk in the draft message, not the actual attachment (I just tried it).

Looks like correct behaviour to me - though a warning message that the
actual attachment is gone would be handy maybe.
