On more testing I see that it actually gets rid of Reply To Address
instead of Reply Without Quotation.

I also see here that you need to select the action on the Menu tab,
before you can change it on the shortcut tab. Not sure why.
Regardless, my attempt to change the shortcut to Shift+F4 does not
work and now when I do this it gives me a regular reply quoting all
text instead of either Quote to All or Without Quote.
