Checking   the   relevant  folder  for  Norton.  Where  does  it  move
quarantined files to normally? Check there. Or it may be that they are
in  the  temp folder that the bat uses. In other words while Norton is
looking  at  the  files TB! looses track of them and leaves them where
they are instead of importing them into the mailbase. The latter is my
guess.
