Below the heading Conditions, I see Sender Contains, with a box to put in the filter condition. And below that three buttons: Add Condition, Add Block, and Delete. And when I click on the "Add Condition" button, after filling in the Contains box, choices for adding a condition come up. When I click on "Add" I get a menu for Actions. Just created a new filter in this way, and it's working.
