I don't agree with your statement "simple shortcut editor with a list of
common actions would be enough". There was also a user demand for
customising menus and toolbars, for example to hide some items not
frequently used or to "compose" some menus with the user's most
frequently used options.

However, I do believe that degree of customisation could (and should)
have been implemented in a much simpler and more intuitive way.
