I am unaware of any problems with what you describe. I do not get all
of my receipts anymore, but my suspicion is that it is not TB's
problem. For example, I routinely ask for a confirm receipt for people
I email at one company, but their server will no longer accommodate
the request. I assume something similar happens when I do not receive
a confirmation from another server. I continue to receive
confirmations from what I think are "cooperative" servers.

You might want to examine your headers to see if your request is
present and compliant with standards.

Please let me know because my assumptions could be wrong.
