ASCII is the first 255 characters (8 bits/1 byte word) of the character set.
The first 31 are control characters (ie ALT+ 003 is ctrl-c); 32 to 126 are
the (US) keyboard characters; 127 is a DELete; 128 to 255 are ASCII graphic
characters and basic diacritical letters of non-english languages. Above 255
you are changing to another code page which could be a font change or a
language change. 

For the basic ASCII characters you can use ALT+ a 3 digit number (ALT+ 007 is
a BELL), for extended code pages you can use a 4 digit number (ALT+ 0178 is a
superscript 2(square²)). 

As to why these aren't working with TB!, I cant check yet .. I am at work and
we're not allowed to use TB! here.  But will investigate when I get home.
