These are the list rules, which go back a long time. I am walking on
thin ice here, because discussing the rules is not appreciated either.

But the fact is that you can define different fonts for HTML mails as
opposed to plain-text messages. Over here, the RTV (rich-text viewer,
used for displaying HTML mails, and unfortunately also for UTF-encoded
mails) displays messages in a font that is pleasant to the eye in Thai
language, but looks ugly in English. The PTV (plain-text viewer) uses
a font that is nice for European languages but looks ugly in Thai.

Other people have other reasons for using different fonts. The
agreement is that the TB lists use plain text, and everybody is happy!

My only problem is with UTF-encoded mails, and the rules don't forbid
them. I think that's OK, because I like the idea of UTF. The problem
is that TB displays them in RTV, as the PTV is not capable of
interpreting them. I wish UTF-encoded mails could be displayed in the
PTV, like I can display HTML mails in the PTV if I wish to do so.
