I just ran a test on my IMAP inbox with the following results.

 Initially  I  had  5  deleted  messages. Size of the .tbb file in the
 message  base  was  33,069.  I  then  right  clicked on the inbox and
 selected  Compress.  New  file  size  is  18,923 and there are now no
 deleted messages.

 Your original message indicated that you were using Compress on exit.
 Did you try a manual compress to see if it worked?
