How ON EARTH is this not mentioned anywhere?

I am really trying not to sound condescending but why on earth has is been made this way? Why would you need an email account where the user has every reason to believe messages are sent - but in reallity aren't?

What other details do I need to know regarding the differences between these two ways of working with the account? Or working with Exchange in general???
