Did the user try to install from the local drive or from the network/substed 
drive?

Please install the MSIs from the location visible by both current user and the 
SYSTEM account. For example, in some cases if you install from the user's home 
directory, it may not work, because the Windows Installer context switches to 
SYSTEM account which may have no access rights to the user's home directory. 
The same is with network drives. A drive letter assigned by one account may not 
be valid under another account.
