Why? It is a context sensitive option/tool that you only may need when you are viewing an HTML message that includes remote images. Just like, for example, you can only access the Spell Checker or Insert Quick Template when you have the editor open to write a message. But you can always use Customiser to make those options available from your main toolbar if you wish :) -- Best regards, Miguel A.
