Per default the URL manager is located in the viewer, so when you
assign a shortcut, that shortcut will only be valid when focus is on
the viewer.
I added the URL manager to the main menu (not that I need it there)
and assigned  a shortcut to it and now my shortcut works everywhere.

(And now I'll remove it again.)
