the Imap server you're pointing to is obviously the Fastmail server. I've setup a new account with TLS and the ports you're mentioning. I can login, send and retrieve mail. At least it works with 3.99.29 like a charm. So either it is broken in 4.X or there is some misconfiguration at your site.
