Yes, the German dictionary should work. I have only tested with British 
English, Italian and Spanish and they all work. I don't see why German 
shouldn't.

I can't really say to "all languages". But I could not get any of the 
user dictionaries for the three above mentioned languages to work. And 
they all work with v3.99.29.
