Using your argument, you're right. That seems logical. Although I think that the usual Windows user expects to see all his open programs or sub-windows when he presses Alt+Tab, exactly the way he sees them on the task bar. Me personally, I don't remember a situation when the items on the task bar differed from the ones visible when pressing Alt+Tab. And as TB!-Window and AB-Window were there on the task bar, I expected to see at least these two icons when I pressed Alt+Tab. But there was only one icon from the open dialog and that confused me. I think, TB! does not show standard behavior here, but I agree, this is actually not a big thing (that's why it is set as 'minor' in BT...).
