I have tried

%COLLAPSEFILENAME="d:\Program Files\The Bat!\readme.txt"
%EXPANDFILENAME="%PROGRAMDIR%\readme.txt"

and they correctly produces following in in 4.1.11:

%PROGRAMDIR%\readme.txt
D:\Program Files\The Bat!\readme.txt
