You're right. The real name is missing there for the "windows-1252"-entry. 
According to the German wikipedia the real name should be "Western European". I 
guess The Bat! would describe it as "Western European (Windows)". The same 
wikipedia-page says that "cp1252" is a synonym for "windows-1252".
