I have now checked in support for v2 of LCP.  There are a few changes to tboot, 
mainly to support the new policy data file format.  Most of the support is in 
the form of new tools in lcptools/.

The overall policy "documentation" has been split into docs/policy_v1.txt and 
docs/policy_v2.txt.  As referenced in policy_v2.txt, there is more 
documentation on the new commands in lcptools/lcptools2.txt.

The existing, v1, tools are (mostly) unchanged and are still required for the 
current (< 2009) platforms (e.g. Weybridge, Montevina, McCreary).  The new 
tools are required for all platforms released on or after 2009 (e.g. 
Calpella/Piketon/FoxHollow).
