Can you provide the detailed steps you have done for generate the LCP policy, 
and also the grub.cfg?

It is quite possible that you gave a wrong cmdline for tboot hash generating or 
you specified incorrect cmdline for tboot.gz in grub.cfg.

You should generate mlehash as below according to your tboot log:
$> lcptools/lcp_mlehash -c "logging=serial,vga" /boot/tboot.gz > mle_hash

Subject: [tboot-devel] Help with tboot 1.7.0-1 on FC16

I am attempting to get tboot operating on a Dell Optiplex 960 (requires the 
Q45_Q43_SINIT_51.BIN ACM), using FC16.

Following the instructions for creating the LCP and VL policies for a v1 LCP.
The only difference between the examples and what I wrote was to specify a type 
of halt for the tb_polgen creation.

This results in the following error code:
TXT.ERRORCODE = 0xc0000901
AC module error : acm_type=0x1, progress=0x10, error=0x2
LCP2 error: minor error =0xd, index =0

The full list is at the end of the message.

Referring to my  list of error codes, progress code 0x10 is errors related to 
"Launch Control Policy", error 2 is an "LCP MLE Mismatch", and Minor Error code 
of 0xd is "list has been revoked". Leading to the question, what list, and how 
did I revoke it?.
