It is the local time of your correspondent, with the appropriate
offset listed. Un/fortunately this is in 24hr format, so you'll need
to convert the regexps to use the 24hr format for the correspondent.
Actually, the 24hr version is slightly easier than the 12hr format
regexps.
So an example regexp for 00:00 to 01:59 would be:
