Correct, but not fully block at the moment, the listserver only banned
if sender HOST not using Real Domain or Sender Domain not real
(resolvable).

Ask your ISP to give PTR record on each Dial Up number as example (get
from Nick Andriash posting) :
cr524204-a.rchmd1.bc.wave.home.com ([24.113.41.161])
or from Peter Steiner :
pop-ls-9-5-1-dialup-3.freesurf.ch (HELO 194.230.245.3)
those header mentioned that they use Dial Up, but the ip address
resolvable.
Other alternative, you can relay through your ISP SMTP server as now.

As I mentioned above, the list only block for "Domain Name", while PTR
record (if not resolvable) still get through (but with note/flags
X-Lookup-Warning).
