I think your best bet is to either get a program like Hamster that
will collect mail from several accounts.  TB can then "download" the
messages from Hamster into one account.

If you don't want another program running, then may I suggest you
subscribe to a service like GMX.net.  With one of these services, you
can have it automatically check other POP accounts and consolidate all
your messages into one account.  Again TB could then just get
everything from one account and therefore use one set of filters.
