All wrong. You need TB!'s own DLL: batpgp55.dll which you will find on
the download page, IIRC.

It is. Just have a look at the CKT version, it may suit you quite
well; one of its characteristics is the high compatibility to GNUPGP
and other algorithms.
Something to your first message: The internal PGP of TB! is very
rudimentary as you found out; it only supports RSA.
And for the PATH variable: Don't forget that Win9x (in all its
flavours) relies on DOS as the operating system!
