No problem... it's "NoSpam", v. 0.9.4, was found on freshmeat.net...
Written for *Nix :-), but I think, C++ can be ported to Win-world...

If it can be installed on POP-server, and user have access to own
.procmail and $HOME - yes

It work as incoming filter for me - can "detect" spam and - move to
separate folder _on server_ with warning to sender (or without) or add
additional header for processing later by user's MUA, not by ISP's MTA
