It's easy explained. The if macro is used as:
%if:"condition":"action1":"action2"
As you see, the condition and the actions are enclosed between
quotation marks. While you thought that the quotation mark before the
second %if belonged to the %if, you forgot that the second %if was a
part of action2, so that quotation mark was merely marking it.
So your action2 was: %if:'condition2':'action3':'action4'
Thus creating a full statement like this:
%if:"condition":"action1":"%if:'condition2':'action3':'action4'"
