That's impossible to do reliably without artificial intelligence. If
you think I'm wrong, try writing a rule in plain English that's
detailed enough to write a PCRE macro from it.
Have you tried tactfully explaining to your correspondent that you're
having trouble with their mail and would like them to help you out by
hitting the enter key a few times between paragraphs?
