A little late answer but i've had similar problems. Now i can fully work
with Microsoft CryptoAPI only under Win2k, under WinXP there's no
working encryption and it's totally not working under Win95/98.

I posted ob bugtraq about that problem...

I use Gemplus card and some USB reader.
