If you want to normal filtering (not selective), then you have options regarding attachments in 'Advanced' tab of filter properties window. Filters for selective downloading don't analyse the attachments presence. Regular expressions do not help in such filtering. The only indicator of attachment presence in the message is the header field Content-Type: multipart/mixed;. Unfortunately, the same header can be also used in HTML messages, so you cannot rely on it.
