Things have changed since the latest version of the help file and the
old shortcut editor no longer exists.
However, you can add, delete or alter shortcut keys with the customize
menu.
You can add shortcuts to any action that's added to a container. Note
that the container is the decisive factor when the defined shortcut
will be used. Suppose you define the Ctrl-X shortcut both in the
'folder pop-up menu' an the 'message list pop-up menu', now when you
press the shortcut while the focus is on the account tree pane the
'folder pop-up menu' takes precedence.

Select the action you want to add the pop-up.
Place the cursor in the input box at the right bottom of the customize
pop-up window, press the wanted shortcut and add it.
I'm describing this a bit vague, because it has changed (somewhat more
logical) in one the more recent betas and as I'm using the latest
beta I can't check it.
