I don't know the specifics of how they set it up. I always considered 
it to be webmail that allowed POP/SMTP just like yahoo, with the extra 
of IMAP access just like gmx. 

I suspect it is a deliberate decision by google, just like not
allowing POP download of incoming messages when you were the sender of
the message.
