I have not tested this suggestion. And if it does work it will delete
all attachments, not just ones called "message.html."


You could possibly try filtering on
message source contains "Content-Type: text/html" 
and on
message (attributes) is with attachments
with an action of 
extract attachments to C:\RECYCLER (or to %tmp%)
