This is a bug which has not been discussed. I can confirm that this
problem is real and was also in v1.35 so is not beta related. It is
also only a problem for the 'Insert Cookie' menu option but not for
the %COOKIE macro. Might I suggest that you raise this as a RIT Bug
Report.

No. It may be that you have some blank lines at the end of the cookie
file.
